The internet is a beautiful thing. It does accelerate what happens in a normal society: people will find out the details, the hidden information.
Collectively though, it seems we're slow on seeing the big picture. George and Dick took us into two wars--at the same time and costing maybe a trillion dollars! Climate change is happening and the costs related to that are unknown. There are major problems financially worldwide. (Too much savings in China, too much debt in the US, etc.,etc.) Congress is spending billions very fast trying to deal with the finanacial crisis. And of course there are other things going on that will cost lots of money (examples: sewers and sewage treatment;streets, roads and bridges.)
Who's going to pay for all this? How and when?

The OCC Urban Renewal Area expires in 2013. Does the city council need to amend it to extend past 2013, or is there some automatic extension mechanism? If it requires city council action for extension, then there will have to be a vote on this, yes?

There is no human CO2 climate change.
The costs will be needless and enormous to fight the nonexistent AGW.
Taxes and policies forcing higher energy costs will effect everything for absolutely no benefit whatsoever.
Nice to see this mentioned with Urban Renewal though.
They are both scams.

Steve Janik testified yesterday that "they" hoped to have all contingencies resolved by September 1st, and that the agreement would not be binding on the city until then (September 1st or until all the contingencies are resolved?). He rattled off a number of contingencies including the proposed westside urban renewal area, or maybe he referred to urban renewal "areas" (my notes could be better).
More opportunities to throw the old monkey wrench into this deal. :)

Hopeful, like almost all URA's there is also a Urban Renewal Advisory Committee for the Oregon Convention Center/Inner NE URA (official name). They haven't even reviewed, or some members probably don't know anything about the tearing down of the Coliseum and building a baseball park with the District's UR money. It was just announced this week.
Secondly, Lloyd Center and owner Ashford is in this district as well as many other businesses, etc. They also haven't been vetted on this issue. Easily their interest might be different than RandySam, and now Saltzman.
Third, there are two contiguous UR districts: Interstate to the north and Central Eastside to the south. They also haven't been vetted or voiced their concerns about this deal, even though their UR dollars are (hopefully) not to be used. They are certainly directly affected.
But maybe this will be Adams and Leonard's new approach to find $15 Million-"borrow" the money from adjoining URAs if CCO URA refuses or demands less dollar commitment than $19M. Technically state statutes don't allow stealing from other URAs. PDC staff members claim they have never taken money from one URA and given, loaned to another. That is false, and they know that.
I hope businesses, owners, residents of all three URA's and other on the east side voice their concerns about the ploys that RandySam will try. I think Mult. Co. and PPS will still have a lot of misgivings, even if the UR dollars stay at $19 Million and the $15M somewhat removed, even though they might be "at the table". Could be a food fight.
